FANG Zhi was born in Heilongjiang Province, China. He received the B. S. , M. S. , and Ph.D. degrees in Electrical Engineering from Xi~an Jiaotong University, Xi'an, China, in 1999, 2002, and 2005, respectively. He is currently an Associate Professor at Nanjing University of Technology, Nanjing, China. His current research interests are the study of atmospheric pressure plasmas and their applications to materials sur~ace processing CAI Ling-ling is a graduate from Nanjing University of Technology with the B. So. degree in 2009. She is currently pursuing the M. Sc. degree in the School of Automation and Electrical Engineering at Nanjing University of Technology. She is doing research work about surface modification of polymer films with non-thermal plasma LEI Xiao is a graduate from Nanjing University of Technology with the B. Sc. degree in 2009. He is currently pursuing the M. Sc. degree in the School of Automation and Electrical Engineering at Nanjing University of Technology. He is doing research work about studying on the characteristics of dielectric barrier discharge plasma QIU Yu-chang was born in Shanghai, China. He received the B. S. degree from the Depart- ment of Electrical Engineering, Jiaotong Uni- versity, Shanghai, China, in 1955, and pursued further studies at Tsinghua University, Beijing, China, from 1956 to 1957. He joined Jiaotong University in 1955. He has been a Professor of Electrical Engineering at Xi' an Jiaotong University, Xi~ an, China, since 1986. He has authored/coauthored four textbooks and over 450 technical papers, and is currently the Chairman of the Advisory Committee of the State Key Laboratory of Electri- cal Insulation and Power Equipment, Xi~an, China. His research interests include high-voltage engineering, electrical-insulation technology, gas discharge, and pulsed-power technology Kuffel Edmund is a native of Poland. He received the B. Sc. , M.
