研究目的:了解和判断经济适用房的财政和金融政策支持效应。研究方法:基于江苏省1997—2010年的经验数据,运用VAR模型和Granger因果检验进行实证分析。研究结果:经济适用房的供给与政府对经济适用房的财政补贴和金融机构对经济适用房的开发贷款之间存在协整关系;并且金融政策的支持效应大于财政政策。研究结论:对于兼具商品与保障二重属性的经济适用房,政府可以采取金融为主财政为辅的政策支持,将财政资金更多地用在廉租房、公租房等其他保障房的建设上。
The purpose of this paper is to investigate the support effect of fiscal and financial policies on the economically affordable housing.Method employed is VAR model and Granger causality test based on the empirical data of Jiangsu province from 1997 to 2010.The results indicate that 1)there is a co-integration relationship among the supply,the fiscal subsidies and the development loan of economically affordable housing;2) The effects of financial policies are better than that of fiscal policies.It is concluded that,for the case of economically affordable housing,which is commercial and indemnificatory,the government should mainly take financial polices and use fiscal policies as supplementary,so as to exert more financial funds in the construction of low-rent housing and public rental housing.
