采用DEA模型分析了环境规制对重化工业技术创新及生产效率的影响。实证结果表明,环境规制后位居效率前沿面的行业较规制前大幅增加,较强地支持了"波特假说";然而对于极少数行业,环境规制并未提升综合技术效率。进一步计算其非期望产出不足率发现,黑色金属冶炼及压延加工业、化学原料及化学制品制造业污染物排放严重过剩。最后将重化工业分为四大类并提出相应的规制建议。
Environmental regulation impact on technology innovation and productivity of China’s heavy chemical industry is analyzed with DEA model. Empirical research indicates that industries ranking the front face of efficiency increase significantly than those of non-environmental regulation, which are in strong support of Porter Hypothesis. However, for the few industries, environmental regulation does not improve the integrated technology efficiency. Production insufficient rates of undesirable output present that emissions of ferrous metal smelting and rolling processing industry, chemical materials and chemical products industry over emissions. Finally we classify the heavy chemical industry into four types and offer regulation suggestions.
