Ecological refugee is a population problem in epoch and region. This paper focuses on ecological refugee, its development and formation causes which analyses all -round from the geographical environment angle. This article deems that we should arrange the ecological paupers properly and plan reasonably. Moreover, regularing industrial structure and developing the economy of the source area are necessary. Then, restricting the floating population in a planned way to control scientifically. Finally, to keep on education and build the equivalent ecological culture for the source region which realize the regional sustainable development Of＂ win -win＂ situation.
