According to the characteristics of complex special operation risk, accident prone and so on, regarding one copper smelting enterprise in China as the case, the risk database is set up based on comprehensive risk source identification, to develop the operation license management information system and put forward special safety risk management and control suggestions. The implementation can make the operation license management systematic and standardized, lessen accidents and finally to improve special operation safety management level.
