总量控制目标的实现与排污权交易政策的顺利展开,首先要解决的一个关键问题是初始排污权的合理分配.在给定排污总量上限的前提下,从分配时兼顾经济最优和公平性出发,同时考虑各地经济、环境、社会发展等综合因素构建了初始排污权分配的极大极小模型,分析了解存在的KKT条件,讨论了模型的解法.此外,该模型考虑到了效用函数不可微的情况,并且能够根据政府的偏好对社会效用和公平性进行权衡.
Total amount distribution and trade of pollutant discharge has been constantly ongoing to upkeep the environment. The core problem is how to allocate initial emission permits. Given pollution unloading amount, based on economy optimization and fair principles, furthermore in view of the overall interests of economic, environmental system and social et cetera, we propose a minimax model of initial emission permits. Moreover, a Karush-Kuhn-Tucker condition and the solution of the model are analyzed. We discuss the case when functions are nondifferentiable by using the model, it can make a tradeoff between the benefit and fairness according to the weight.
