This paper presents adaptive governance of water resource from the perspective of polycentric cooperation and adaptive governance based on the case of water transfer.This governance mode can increase the flexibility of the water resources allocation and mobilize multi-agents.Meanwhile,it enhances all agents＇ profits and decreases the transaction costs of water transfer.Finally,this article designes the safeguard mechanism of the governance mode based on the case of water transfer in Hami.
