According to the implemention entities of technological innovation,it becomes so popular that several partners combine to do it.This method will be valid to judge the rationality on the selection of partners indirectly that we can evaluate the ecoomic benefit of entire innovation system.This article sets up the evaluation indexes of joint innovation system and put up one opinion that ANP （analytic netwrk process）method can be used to estimate the economic benefit of the system and offer some evidence to choose partners as a quantitative analysis method because it can eliminate the pertinence of indexes.
