Modern city and its management is an open complex giant system. With the development and interaction of the new generation of ICT and the next generation of innovation in a knowledge-based society （ innovation 2.0） , the formation and development of big data technology provide new opportunity to develop and enrich the meta-synthesis methodology and meta-synthetic wisdom engineering. The integrative thinking of big data and its concern about mixture and relevance make it an important technical support to deal with complexity. Urban management in the era of big data must seize the opportunity of the new generation of ICT and innovation 2.0, fully utilize internet of people, internet of things, internet of data and internet of ideas based on meta-synthesis, set the strategy based on big data for a smart city development.
