干旱区水资源的稀缺性、时空分布的不均匀性、水资源利用效益的低下等是制约干旱区经济和社会发展速度与规模的主要因素。水资源合理开发利用与优化配置是实现干旱区脱贫致富和可持续发展目标的首要前提。必须在水资源时空分布特点的基础上,尽快普及喷灌、滴灌等灌溉技术,既要协调好各部门用水的利益矛盾,又要协调好各部门用水的时间差异性;既要考虑当前利益和局部利益,又要兼顾长远利益和全部利益,并能实现经济、生态环境和社会三大效益的高效协调统一。在研究区系统分析、水资源供求特征分析的基础上,初步提出了干旱区水资源优化配置定量研究的基本框架。图1,参17。
In the arid areas of Xinjiang south Tarim basin, reasonable utilization and exploration of water resources and optimizing collocation are the crucial premise of releasing from poverty and sustainable development. The shortage, asymmetry and the low utilization efficency of the water resource in arid areas are the main restraint factors for the economic and social developament in the region. Based on the temp-spatial distribution characters of the local water resource, we proposed that sprinkling and drop irrigation should be popularized as quickly as possible for facilitating not only the water-using contradiction among different departments, but also the time difference of these sectors;taking into account of the current interests and sectional interests, and also considering the long-run interests and the whole interests, and achieving the effective and harmonious unity of the economic, eco-environment and society. With the systematic analysis of supply-demand characters of the water resources in the Yutian Oasis, this paper pats forward the main frame of quantum study on the optimizing collocation of water resources in the arid area.
