Heilongjiang, as well-known major grain producing area and commercial grain base in the whole country, has made significant contributions to the national food security. Based on the analysis of grain production status in Heilongjiang, this paper confirms that its planted acreage for all grains, all grain output, commercial grain output, and per capita grain share rank first in the country. This paper also discusses the practical problems caused by grain production, including the lack of income incentives for farmers＇ continuous expansion of grain production, shortage of local water resources, and degradation of soil quality. Therefore, the paper provides the following countermeasures and suggestions： to positively formulate some income subsidy mechanism for the main grain-producing provinces, to create more income growth opportunities for local famers, to diversify crop varieties, to adopt water-saving technologies, and to recover soil quality in Heilongjiang.
