To achieve the expected value goal and value ideal of curriculum reform, we should have not only the great global view, but also the national action which could reflect the local native characteristics. The global view of curriculum reform can effectively help the sharing of reform experience, encourage the creation of curriculum rationale conforming to the times, promote the awakening of global problem awareness, and quicken the cultivation of new international talents. The national action of curriculum reform means the open localization of ＂national action＂, automatic selection of global resources, the transformation of the concept of ＂new curriculum reform＂, and the development of national action paths.
