影响精准扶贫绩效的因素有哪些？哪些是核心因素？为科学回答上述问题，本文基于相关文献提取精准扶贫绩效的影响因素，以广东、湖北恩施和贵州毕节等东中西部精准扶贫作为研究对象，运用Nvivo8．0软件进行规范的案例研究，通过数据收集、数据编码、数据分析等研究过程，对我国精准扶贫绩效的影响因素进行了系统研究。研究发现：精准扶贫绩效的影响因素包括精准识别、精准帮扶、精准管理与精准考核4个层面的9个因素；各影响因素的重要性不同，其中核心影响因素是扶贫对象精准、项目安排精准、资金使用精准、措施到户精准与因村派人精准。本文据此提出相应政策建议。

英文摘要：

What are the factors that influence the effect of accurate poverty alleviation？ Which are the core factors？ In order to scientifically answer the above questions, based on the relevant literatures, this paper extracts these influencing factors. Taking the accurate poverty alleviation in Guangdong, Enshi of Hubei and Bijie of Guizhou as research objects, using Nvivo8.0 software to carry on the standardized case research, and through data collec- tion, coding, analysis and other research process, this paper makes a systematic research on the influencing factors of the effect of accurate poverty reduction in China. Results show： the influencing factors of the effect of accurate poverty reduction include nine factors at four levels of accurate identification, helping, management and assessment; and the significances of various influencing factors are different. The core influencing factors are the accurate object for poverty alleviation, accurate project arrangement, accurate fund utilization, accurate measures to the household and accurate personnel dispatched in accordance of village. Accordingly, this paper puts forward some policy recommendations.
