针对我国现有工程招标模式不能显示投标报价人的真实成本的问题,提出了第二价密封拍卖招标模式。该模式分为技术竞标阶段和商务竞标阶段,在该模式下,投标人需依次经过上述两个阶段。在第二阶段中,招标人运用最低价中标、次低价签订合同的规则激励投标人以其成本报价。运用静态博弈的方法证明了成本报价的可实现性,并通过一个实例,说明了该模式在工程招标领域的实用性和有效性。
Because that the existing biding modes of our country cannot show the true cost of the tender offers,a second price sealed bid auction model was proposed.In this mode,the bidder must go through technical bidding stage,and then enter the commercial bidding stage.In the second stage,the tender uses the rule of the lowest price bid-winning and second price contact-signing to inspire its cost quotation.And using the static game theory to prove the cost quotations can be realized.Finally,an example is used to illustrate the feasibility and effectiveness of the model in the field of engineering of the bidding.
