通过对20个国家和地区的土壤环境基准体系的调研发现,多数国家和地区在制定本地土壤环境基准时都考虑了污染物通过淋溶作用进入地下水的暴露途径,但只有少数几个国家专门制定了基于保护地下水的土壤环境基准。对这些国家土壤环境基准中的指标种类、数量及限值进行了比较。从计算模型、假设条件、参数选择以及保护目标等4个方面,总结分析了不同国家推导基于保护地下水的土壤环境基准的关键技术和影响因素。探讨了进一步丰富与完善我国制定基于保护地下水的土壤环境基准的方法与策略,并指出了当前我国在土壤环境基准的研究与实践工作中所面临的困难与挑战。
On the basis of the investigation of soil environmental criteria systems in 20 countries and regions,it is found that most of the countries and regions had considered the migration of contaminants from groundwater to soil when developing the soil environmental criteria,but only a few countries had specially formulated the soil environmental criteria for groundwater protection. The categories,quantities and limits of criteria indexes were compared between these countries. The critical technology and influence factors in calculating the soil environmental criteria for groundwater protection in different countries had also been analysed and summarized from four respects,including calculation models,assumptions,parameters and protected targets. This paper discussed the approaches and strategies for further perfecting the derivation of soil environmental criteria for groundwater protection in China,and pointed out the difficulties and challenges which will be faced in current research and practice of soil environmental criteria.
