技术创新有助于提高能源效率似是一个常识,但本文基于中国省际面板数据的实证研究提出了质疑.参考Acemoglu偏向性技术进步的观点,构建了技术创新、环境规制与能源效率的理论分析模型,揭示出受技术进步偏向的影响,技术创新对能源效率的促进作用是不确定的,而合理的环境规制可以改变技术创新对能源效率的影响.基于1998—2013年中国省际面板数据,运用基于环境方向性距离函数的全局DEA模型测度了能源效率,并分地区运用广义矩估计对理论分析结果进行了实证检验.结果显示:东部、中部和西部三大地区的技术创新对能源效率均没有显著正影响,但东部的技术创新在环境规制下对能源效率有显著正影响,而中部和西部的环境规制没能改变技术创新对能源效率的影响.最后,结合理论分析和中国的现实情景,对实证检验结果给出了直观解释.
It’s a common sense that technology innovation promote energy efficiency,but its empirical conclusion is different. According to Acemoglu’s viewpoint on biased technology progress,it established a theoretical analysis model on technology innovation and environmental regulation impacting on energy efficiency. The results reveal that technology innovation doesn’t necessarily have significantly positive effect on energy efficiency because of the technological progress bias,but the reasonable environmental regulation can change the effect of technology innovation on energy efficiency. It estimated the energy efficiency by using global DEA based on environmental directional distance function,and then empirically tested the theoretical analysis by region based on GMM with the panel data from 29 provinces of China from1998 to 2013. It finds technology innovation has no significantly positive effects on energy efficiencies in the eastern region,the middle region and the western region. Under the environmental regulation,technology innovation has changed into the bias of energy conservation in the eastern region,while the technology innovation still shows the bias of energy consumption in the middle region and the western region. An intuitive explanation was given according to theoretical analysis and Chinese realities.
