国立科研机构信息增值利用对于科学研究和创新具有推动作用。本研究对国立科研机构信息、增值利用的概念进行了辨析，并分析了其特征以及国立科研机构信息增值的边界。在此基础上，对增值利用模式进行剖析，这对于从管理角度有效控制和干涉国立科研机构信息增值利用过程，达到提高增值利用效率的目的具有重要意义。
英文摘要：
National research institutes of China are of great benefit for scientific research and innovation. This paper analyses the concepts, including information of national research institutes of China, value-added and boundary of information value-added of national research institutes. Basic on that, we propose the mode of information valueadded, which would be of great meaning for improving the efficient of information value-added.
