Since the construction of National Innovation Demonstration Zone （NIDZ） , such as Zhongguancun, Donghu of Wuhan and Zhangjiang of Shanghai, a series of innovation policies have been issued by central government, local government and NIDZ, to im- prove innovation ability. This paper analyses equity and dividend incentive policy and other pilot policies, evaluates these policies＇ ob- jectiveness, effect, exiting problems, and gives some suggestions.
