针对大停电事故,分析了现有继电保护和紧急控制所存在的问题,提出既保护设备又能兼顾系统安全的系统保护准则。根据此准则,设计了一种基于本地信息的系统保护构成方案。所提保护方案由3部分构成:因故障设备停运而引起的潮流转移识别、自适应过负荷保护和快速减载策略,其中的潮流转移识别使用因故障引起开关跳闸所产生的二次扰动信息构成,不需要获得广域系统信息,实时性好,具有实现的可能性。初步的仿真结果证实了所提出的系统保护方案的正确性和有效性。
Aiming at power system large-scale blackouts, this paper analyzed the existing problems in relay protection and emergency control. The criterion of a new system protection, which can protect both the equipment and power system security, is proposed. Focusing on this criterion, this paper presents a system protection scheme based on local information. The proposed system protection scheme consists of three parts: identification of flow transferring due to faulty equipment isolating, adaptive overload protection and rapid load shedding strategy. The first part depends on the fault information and the secondary disturbance information arose from the operation of circuit breakers in local substation, which has perfect real-time performance and good feasibility. Preliminary simulation results validate the correctness and effectiveness of the proposed scheme.
