In this paper, we try to seek for a new perspective that is economic perspective, to oenne the capability of regional self - development＂, based on production function as a capability that a region can take advantage of existing capital, labor and other factor endowments to exert their comparative advantages and make production function change in a row. And from the perspective of empirical meaning, institution of incentives and technological improvements can both improve the capability of regional self - development. Accordingly, in order to improve the capability of self - development of the western region we should increase technology investment and promote the western institutional innovation.
