This paper analyzes the exploitative and explorative activities in 30 provinces based on 30 technical areas patent data. The re-sults indicate that during the past 27 years, exploitative and explorative activities show negative correlation nationwide, failing to achieve balance between these activities. From regional perspective, Region 1 is gradually achieving balance, and then followed by Region 2;Re-gion 3 fails to keep balance;there is a negative correlation between these two types of activities. From time perspective, in the period of 1985-1992, exploitative and explorative activities kept balance, while in the period of 1993-2001 and 2002-2011, activities showed strong negative correlation.
