BOT model is a good method to solve capital deficiency in the west tourist areas. However, the local government may take risks by introducing this model,which affect in the whole process from decision -making to the transferring phase. By using Fuzzy Mathematic and AHP method, the paper proposes an assessing model to avoid such risks.
