On the basis of the baseline survey datum and follow-up survey datum about implementation of Rural Mutual Health Care （RMHC） in Tiechang town, Zhen＇ an county, this article adopts the methods of difference in difference, standardization of the medical service utilization, concentration index to analyze the effects on outpatient utilization, inpatient utilization and their equities because of the implementation of RMHC. Result shows that the implementation of RMHC has increased outpatient utilization, reduced inpatient utilization and raised equities of outpatient utilization and inpatient utilization notably.
