The traditional teaching management system of China has formed the so-called ＂administrative mode＂ under the influence of planned economy in long-term. This model has inhibited the creativity and initiative of teachers and students and hindered the development of the college. With China＇ s accession to WTO, higher education has been given the connotation of ＂servicing for education＂. The ＂people- oriented＂ teaching management system can provide a new educational ideas for university administrators, remove the old closed-end management mode for the school, and establish a new set of open management model for the management. The research provides a new direction for the transition of management functions from the ＂administrative-type＂ to ＂service-type＂, which can improve the management efficiency of school, enhance the cohesion of school and achieve the overall objective of the school.
