针对国内外矿产资源价格扰动现象，从西方经济学的供求关系、宏观政策执行、需求预期、替代品等基本理论入手，分析矿产资源价格扰动的动态机理，定性分析各种不同因素造成的价格扰动度，并依此提出强化宏观调控、实行矿产资源战略储备、促进替代品使用和实施两型社会建设等降低价格扰动策略的措施。

Aiming at the fluctuation of mineral resources price at home and abroad, from the basic theories of supply - demand relationship,the execution of macroscopic policy,predictable demand and substitutes, the dynamic mechanism of fluctuation of mineral resources price was analyzed, the qualitative analysis of the disturbance degree of various factors on the price of mineral resources was made. According to these, some measures against the price fluctuation were advanced, such as strengthening the macroscopic regulation, implementing the strategic reserves of mineral resources, promoting the uses of alternatives, and implementing the building of the＂ two types＂ society.
