The paper analyses the nature and value orientation of the power of administrative divisions and it believes that as a kind of legal power, its efficiency, fairness and democracy values decide its developing path and direction. In China the present situation of the power of administrative divisions brings about many factors blocking the division of Central Plains Economic Region. There is a need for reconstructing the power of administrative divisions of the Central Plains Economic Region in terms of principle and system so as to guarantee the cooperation between the administrative divisions and economic region, promote the decentralization of administrative division management and a reasonable simplification of the administrative division levels and establish the primary and final reforming programs.
