论述了水安全问题的重要性、水安全的内涵。创造性提出大尺度下水安全科学定义——水安全度，与定义相配套建立了定量估计水安全度的框架和原则方法。最后讨论了基于水安全度对水安全评价的主要内容。本文从全新的角度探索了大尺度的水安全问题，对在我国科学地建立水安全保障体系有重要意义。
英文摘要：
This paper deals with the connotation of water security in a large scale and its importance. A new scientific definition for measurement of water security, degree of water security, has been first proposed. In addition, an optional approach to estimating the quantity of a degree of water security has been also proposed. Based on such a quantity the main contents of water security assessment are discussed. Specifically, it is from a new point of view that the issue of water security is creatively explored. The results are essential and significant for developing an assurance system to protect from water disaster
