The statistic analysis of the estimated values of geology strength index(GSI) and disturbed factor D for rock masses is carried out which are the main parameters in the Hoek-Brown strength criterion(2002 edition). It indicates that the GSI values of the same type rock mass estimated by different participators are relatively consistent; however, the estimated D values are much more dispersive which will make the reliability of the estimated parameters of rock masses lower. Therefore, a more precision method is needed. A new exact method to determine the D value is proposed based on the elastic wave test theory. The main principle that the disturbed zone should be considered or neglected is discussed. A simple finite element example is given to compare the theory of Hoek and this paper.
