基于水电工程安全风险管理的关键技术问题,以风险管理过程为主线,通过运用系统工程理论对大中型水电工程建设过程潜在的安全风险因素进行识别、分析、评价,以及对相应风险进行监测及可能的风险后果进行相应的应急处置措施,提出梯级水电群风险监测及应急管理所应关注的发展方向.研究所得成果可为大中型水电工程风险评价提供参考.
Based on the key scientific and technical problems from the risk management on the safety of the construction of hy- dropower project, through the application of the theory of systems engineering, the potential safety risk facotors during the con- struction of large and medium sized hydropower project are identified, analyzed and evaluated by taking the process of risk management as the main line, while the relevant risks are monitored and the corresponding emergency disposal measures are made for the consequences of the possible risks, from which the development tendencies, of both the risk monitoring of the groups of cascade hydropower projects and the relevant emergency managements, those must be paid attention to are put forward as well. The study result can provide references for the risk evaluation made on the large and medium sized hydropower project concerned.
