我国和西欧国家在遗产管理方面差距很大，需要合理借鉴，化解遗产保护与利用的文化悖论，加强遗产的技术管理与精细化管理，“尊重古人，服务今人”。本文从组织结构、权力配置、法律法规、经费筹集、公民参与、经营机制等6个方面对中国与欧洲文化遗产管理体制进行对比分析，得出结论：第一，在遗产管理的模式上，西方国家更强调“科学”和“理性”，中国自古注重人与人的协调和统一，而不是对象本身的垂直管理。第二，在修护和保护方式上，西方国家在维护遗产古迹方面注重遗产的原真性、完整性、可持续性等，中国在维护遗产古迹时的原则是“修旧如旧，维持原貌”，但相关部门、行业、政府往往合谋拆旧建新。
英文摘要：
The gap between China and Western countries in heritage management is great, there need to be reasonable reference, dissolve the heritage protection and utilization of cultural paradox, strengthen the technical management of heritage and fine management,＂ respect for the people, services today＂. From organizational structure, power allocation, laws and regulations, fund raising, citizen participation, management mechanism in 6 aspects of Chinese and European, cultural heritage management system are analyzed comparatively. Finally the conclusion is drawn： At first, heritage management mode in western countries take more emphasis on science and reason, ancient China pay attention to human harmony and unity among people, not the object itself vertical management. At second, western countries in the maintenance of heritage sites focus on heritage authenticity, integrity, and sustainability. However China in the maintenance of heritage site focus on the principle of＂ repair old as the old, stay the same＂ about the repair and protection. The relevant departments, industry, government conspire to tear open old and build new, finally to give the＂ Tourism Management＂ stigma.
