The most concern of traditional CAC strategies is to harmonize the blocking probability and dropping probability,so as to maximize the resource utility. However,in the multimedia CDMA networks,once the high load stream traffic is admitted,it will over-use the resource greedily,which will cause the unfair use of the resource to other kinds of traffic. By using Cobb-Douglas utility function to construct a price function,the fairness of resource utilization in different load condition was achieved,while guaranteeing the resource utilization.
