高寒、高海拔地区道路的交通运营安全问题长期以来备受关注且急需解决。依托G219线新藏公路,从驾驶员的生理、道路线形、气候条件及地质条件等4个方面深入分析了高寒、高海拔地区道路运营的特点。在此基础上,针对道路线形指标、长直线及连续下坡路段等方面的关键事故隐患诱发因素,提出了经济、可行的安全设计方法及工程改进措施;针对崩塌、泥石流等重大工程地质灾害问题,根据其不同的失稳规模及危害形式,分别提出了合理的防治对策,并补充完善了重大突发灾害情况下的应急技术预案。最后,针对高寒、高海拔地区公路,总结提出了道路安全技术措施+道路安全的管理+其他安全保障措施配合的综合安全运营管理理念。该研究方法可为今后类似环境的道路交通安全设计和运营管理提供理论技术支持和借鉴。
The problem of highway traffic operation safety in alpine and high altitude region has been a major concern for a long time and needs to be solved urgently. According to the situation of Xingjiang - Tibet highway G219, the operational characteristics of the road located in alpine and high altitude area from the aspects of driver's physiological characteristics, road alignment, climatic condition and geological condition were analysed. Furthermore, in light of the key factors to trigger potential danger of accident ( road alignment index, long straight and continuous downhill sections) , some economical and feasible safety design methods and engineering measures were presented. According to the damage scales and harm forms of serious engineering geological hazards (collapse and debris flow), some reasonable control countermeasure were presented and emergency technology scheme suitable for great sudden disaster situation was supplied. Finally, a comprehensive safety operation management concept which contains road safety technical measures, road safety management and other security measures was summarized. The above research methods can provide theory support for road traffic safety design and operation management with under similar environmental condition in the future.
