Based on a systematic analysis of the energy industry integration and stakeholders summarizing, a game model of government managers and small-scale energy enterprises was built. According to the model, the link between small-scale energy enterprises existence and government management was interpreted, the possibilities and reasons of mall-scale energy enterprises living on were analyzed. Finally, this paper has archived some conclusions about the mall-scale energy enterprises closure reorganization policy in the energy industry integration.
