采用DEA模型,以地级市为研究单元,对2001~2010年淮海经济区能源效率及节能潜力的时空分异特征进行了分析,研究发现:1)该经济区能源综合效率处于中等偏上水平且呈现波动增长趋势;2)能源效率的区域差异呈现综合效率>纯技术效率>规模效率的特征,且均显示出先减后增的变化趋势;3)能源综合效率呈现由西北高而东南低的“单向倾斜型”格局演变为以济宁、泰安为中心向外围逐渐下降的“核心边缘”型格局;纯技术效率高值区分布由以京沪沿线地区与鲁南经济带为骨架的“十”字型格局演变为以京沪沿线地区为主轴的“一”字型格局;规模效率由以鲁南为核心向外围逐渐降低的“核心边缘”型格局演变为北部和东西两侧高、中部低的倒“U”型格局;4)节能潜力呈现以亳州、徐州、临沂3市为核心向外围逐渐降低的“核心边缘”型空间格局;5)根据能源效率和节能潜力,将该经济区划分高效率高潜力型、高效率低潜力型、低效率高潜力型、低效率低潜力型4种地域类型。
The spatial-temporal variation of energy efficiency in Huaihai Economic Zone from 2001 to 2010 were ex-plored by using the method of data envelopment analysis(DEA),taking prefecture-level city as the research area. The results showed:a)With the economic development in different periods,the level of overall energy efficiency on the whole was above average and presented the volatility of growth trend.b)Regional differences of energy efficien-cy indicated that overall efficiency was higher than pure technical efficiency followed by scale efficiency,which de-creased in early years and then increased.c)The spatial distribution of overall efficiency showed a pattern declining from Jining and Taian to peripheral area instead of unidirectional incline that high in northwest and low in southeast in the past,while overall efficiency was higher in the eastern part and lower in the western part at regional scale. Pure technical efficiency used to perform higher both along the Beijing-Shanghai Railway and Lunan Economic Belt, gradually turned to the area only along the Beijing-Shanghai Railway,at the same time,region of low efficiency shrank continuously.Scale efficiency evolved from the pattern with Lunan at the core into the horse’s shoe shape with east-west high and middle low.d)The difference of energy-saving potential in this Zone was obvious.Bozhou, Xuzhou and Linyi with the highest potential had good prospects for development,however,other areas performed relatively weak.e)According to the energy efficiency and energy-saving potential,four different regional type inclu-ding “high efficiency and high potential”,“high efficiency and low potential”,“low efficiency and high potential”and “low efficiency and low potential”were gotten divided in the Zone.
