英文摘要：
First,summarizes 45 identified critical successful factors through survey analysis to five aspects for BT projects,such as maturity and integrity of the project regulations,fairness and rationality of the allocation of risk and responsibility,effectiveness of the communication and organization management,feasibility of socio-economic and reliability of the technical quality. Then,uses the expert interview to put forward targeted management strategies for governments to guide the practice.
