A resource allocation algorithm for OFDMA-based cognitive radio （CR） system is designed. It allocates firstly the resource to the primary users, then the remaining resources are allocated to the CR users without interfere to the primary users to reuse of the spectrum hole and, thus, increase the spectrum utilization. The simulation results show that the algorithm can improve throughput of the system and the effective use of spectrum.
