针对我国大量废弃农产品造成的环境污染、食品安全与资源浪费等问题,以蔬菜为例,从供应链主要环节分析废弃蔬菜产生的原因,即粗放的生产模式、落后的流通方式与不良的消费习惯、缺位的回收处理法制与利益。通过借鉴国外发达国家处理废弃农产品的主要经验,从出台废弃蔬菜治理法规及政策、构建社会共治体系、鼓励净菜生产及改进流通方式、健全废弃蔬菜回收利用的市场机制,以及依托政府开展第三方专门回收处理等角度,提出减控我国废弃蔬菜的具体对策,为改善我国废弃农产品回收处理现状提供了参考。
For the problems of environmental pollution, food safety and resources' waste because of a large number of abandoned agricultural products, this paper analyzes the causes of the abandoned vegetables generated from the main links of the supply chain, including the mode of extensive production, the mode of backward circulation, bad consumption habit, and vacant law and interest of recovery and utilization, taking vegetables as an example. In order to reduce and control the abandoned vegetables, by the main experience of the abandoned agricultural products disposed by the foreign developed countries,the specific countermeasures are proposed from the angles of the introduction of the regulations and the policies for abandoned vegetables governed, the construction of the social governance system, the encouragement of the fresh-cut vegetables production and the improvement of the circulation mode, the improvement of the market mechanism, and the development of the third party specialized recovery and processing relied by the government. And the reference is proposed in order to improve the present situation of recovery processing of the agricultural products.
