从管理的角度看,旅游目的地是最为困难的管理对象之一。而对于处于边界地区的目的地来说,对其施加影响,促进其实现可持续发展的困难就更为突出。目的地管理问题往往同各利益相关组织之阐的依赖与协作有关。在文献回顾的基础上,本文提出了一个跨界组织之间建立合作关系的OSL模型,用以描述跨界旅游目的地建立组织间合作关系的过程与动力机制。并选择一个处于两镇三村交界地区的旅游目的地作为案例,对模型进行了经验性验证。该模型提出的“一个导向,两类循环和三个阶段”,对边界地区的旅游目的地宾现跨界合作有借鉴意义。
From the perspective of management, tourism destination is the most difficult one to manage. As for the destinations within border areas, it is even more difficult to impose influence and promote sustainable development. Management of destinations is usually concerned with the dependence and coordination among different interest-related organizations. Based on literature review, the paper puts forward building OSL model of cooperative relationship among trans-organizations to explain the process of building cooperation relationship and motivation mechanism. A tourism destination located in the juncture of two towns and three villages is chosen as a case study to testify the model. The concepts of "one orientation, two loops and three stages" raised in the model can be used as a reference for cross-border cooperation in tourism destinations.
