利用1960—2014年我国东部、中部、西部地区相关统计数据,结合DEA模型和Malmquist生产效率指数,对国内具有代表性的农田水利工程的社会经济效率进行评价。结果表明,我国东部和西部地区,农田水利工程的社会经济效率基本处于效率递减或不变状态,中部地区则处于效率递增或不变状态;西部地区农田水利工程的社会经济效率增长率位居国内最高水平,中部地区其次,而东部地区相对最低;不同地区农田水利工程社会经济效率的变动,代表和反映了不同地区经济结构和产业结构的整体变动。为进一步提高农业在国民经济的基础性作用,需要东部和中部地区进一步提高农田水利工程的使用效率。
Based on the related statistical data of eastern, central and western regions in China from 1960 to 2014, combined with DEA model and Malmquist productivity index, social economic efficiency of the do- mestic representative farmland water conservancy project was evaluated. The reseults showed that in the eastern and western regions in China, the social and economic efficiency of irrigation and water conservancy engineer was in diminishing efficiency or the same condition, while in the central region it was in increasing efficiency or the same condition; Also the western region of farmland water conservancy project has the highest growth rate in domestic social and economic efficiency level, the second was the central region and the eastern region was relatively lows So the change of different areas of farmland water conservancy pro- ject's social economic efficiency reflected the different regional economic structure and the overall industrial structure change. In order to further improve the basic role of agriculture in national economy, it is urgent to further raise the use efficiency of irrigation and water conservancy project in eastern and central regions to ensure the sustained, stable and healthy development of national economy.
