设计了中国风电产业政策分析的COPA框架模型,在系统梳理和量化考察我国1994-2014年间185（部委级以上）条风电产业政策基础上,从政策内容、政策形式、政策力度和发布部门四个维度实证分析了中国风电产业政策的实施效果,给出了基于COPA模式的最优风电产业政策匹配模式。研究结果显示：信息支持和并网支持政策作用于风电产业的效果最佳,而产业内部规范管理（运行规范和设备规范）对于未来风电产业发展尤为重要;最有效的政策发布形式是国务院的条例和各具体部门法令。最后,在政策效果分析的基础上提出了中国风电产业政策效果最佳的COPA匹配模式。

英文摘要：

COPA framework model of the wind power industry policies in China is constructed at the four dimensions system to sort out and quantify China＇s 1994-2014 wind power industry policies. 185 items wind power industry policies are investigated from the four dimensions by the numbers,and the historical evolution and realistic effect of the policy of the wind power industry in China are discussed. The policy matching model of optimal wind power industry based on COPA model is presented. The results show： the policy of information support and synchronization support which applied to the wind power industry has the best effect,but specification management within industry（ operations specification and equipment specification） is especially important for the future of wind power industry development; the most effective policy published in the form of the State Council regulations and sector-specific laws and regulations.Finally,based on the analysis of the effects of policies,putting forward China＇s wind power industry policy on COPA model suitably.
