In the process of the rapid advancement of urbanization, changes in public expectations are an important exogenous variable for the reform and development of government. Understanding and satisfying people＇s expectations for grass - root government functions is the driving force of government innovation and development. Based on analyzing the changes of public expectations in the process of urbanization, this paper explores the methods needed to make the grass - root government converge with the public expectations. It is argued that, guided by the principles of human orientation, cheap while excellent public service delivery, democratic participation, effectiveness promotion and self - upgrading, the convergence degree of the government activity and the public expectations can be improved by strengthening grass - root government＇s public service and social management functions and timely advancing the grass - root government management reform.
