The dominant equilibrium of game theory shows real estate agents do not cut price and buyers do not buy houses through the analysis of "Prisoner' s Dilemma". The prerequisite of Nash equilibrium in real estate market is the real estate agents and buyers formulate contract and decide the price of commodity house under the govern- ment' s leading. It is necessary for the government to intervene in commodity house pricing. Activity-bases costing, Capital Asset Pricing Model and commodity house pricing mechanism of Delphi Method make it feasible and operable for the government to do so.
