A virtual community is an effective way in establishing learning communities, knowledge creation, and wisdom spread. There is a huge of members with all kinds of interests and different specialties, virtual communities will exert important function in building social cognitive network when virtual communities can gather members with the same or similar interests. This paper takes use of personalized recommendation strategy to research the dynamic process of establishing learning communities, and designs the basic framework of learning community, and then explains the technical process for the creating learning communities, finally, gives an application example for the using of personalized recommendation.
