This paper elaborated the significance of development of the background database of cotton operational monitoring system using remote sensing in Xinjiang. The design of structure and function of background database is illuminated, and structure of background database includes remote sensing images of Xinjiang, the geography foundation and thematic drawing database（ for ex. ：the thematic map of cotton area in Xinjiang in 2006 ）, GPS and GIS vector database from ground monitoring, attributive database and so on, and function of background database includes data display and updaring module, database management module and data queries and application module. Finally, the process of realization of this databaseg design are suggested.
