一种增强电网输送能力的应急调度决策模型

针对特高压联络线上的功率波动特点,研究了新的自动发电控制(AGC)策略。首先,提出一种网省协调的AGC策略,该控制策略根据特高压联络线上的功率偏差大小自动调整网省机组出力。在该控制策略下,网调机组在联络线偏差较大时参与调整,而在偏差较小时提前将功率回吐。然后,提出一种在省调AGC容量不足时网调机组出力协助省调控制区调节区域功率平衡的补偿控制措施。最后,针对华中电网进行了数值仿真,仿真结果表明了文中所提出的控制策略的有效性。

Automatic generation control (AGC) system is used to achieve load and generation balance by maintaining the system frequency and the tie line flows at their scheduled values. In order to mitigate the power fluctuations on the ultra-high voltage (UHV) tie-line, a coordinated control strategy between regional and provincial regulating zones is presented. In this strategy, the outputs of regional and provincial units are adjusted according to the power deviation of the UHV tie-line. Under normal conditions, the regional units act to mitigate the power fluctuations on the UHV tie-line when the power deviation is large and reset to scheduled value in advance when the power deviation is small. A compensation control strategy is proposed as well, in which the regional regulator is driven to balance the load disturbance if the AGC capacity of provincial regulator is insufficient. The numerical simulation results show that the proposed method works well under normal andS'emergency conditions of UHV AC interconnected power system.
