对西方城市公共服务设施供给研究进展及理论脉络进行梳理。结果表明:战后西方国家城市公共服务设施供给研究历经3个阶段:二战后至70年代,基于公共物品理论和社会公共服务的政府单中心供给模式,布局区位及影响机制是城市公共服务设施研究的重点;70-90年代,从公共服务的双主体联合供给理论出发,重在探讨城市公共服务设施供给的空间公平;90年代以来,在公共服务多元供给理论基础上,从社会结构的深层次视角研究公共服务设施供给的可达性差异及社会空间分异。最后,从深化公共服务供给体制改革、明确公共服务设施的市场化范围、与城市空间拓展相协调及保证公众参与4个方面,提出对我国城市公共服务设施供给的理论与实践启示。
Through ranking the research advance and theories of urban public services in western countries, This paper attempts to take some theoretical references and practical enlightenments for China's social economic transition era. After World War II, western countries entered the public sectors management reform era because of the expansion of social public demand and supply scope as well as the rise of civil liberty. The research of urban public service supply in western countries can be divided into three stages. Before 1970s, the supply model of government single-center was established and the research was focused on the location and efficiency according to public goods theory; During the 1970s-1990s, the spatial equity of the distribution of public service facilities has been researched from theory of dual-main joint supply; From 1990s to date, based on the theory of diversified purveyance, society differentiation and accessibility has been the research focus from the perspective of social restructuring. According to the research on the theory and practices of public service facilities in western countries, we can take some enlightenment as follows, deepening reform of public service facilities supplying-mechanism, clearing marketization scope, keeping coordination with urban spatial expansion and ensuring the public participation.
