To improve the situation of traditional manual meter reading in countries, a new system of meter collective reading system based on power line carrier communication （ PLCC ） was proposed. The hardware and software designs were given. Via Matlab the simulation was carried out. The results show that this system meets the requirement of meter reading in rural area,when the signal to noise ratio is above 15 dB. Key words
