云数据中心与高压变电站共站建设时,高压变电站侧工频接地短路故障会危及通信云数据中心的设备及人员的安全.分析了高压变电站对通信云数据中心的综合危险影响,提出了不同类型的通信局站的综合危险影响允许值,云数据中心对应允许值为2000V.云数据中心设备及人身的安全性可通过缩短故障时间来提高人身安全电压及设备绝缘耐受电压来得到改善,将故障切除时间从保守的3s缩短到100ms,人身允许的接触电压和跨步电压可提高4.48倍,线缆、二次设备、微机保护装置、计算机的绝缘耐受电压至少提高24.4%.提出了通过在变电站侧降低地电位升和缩短故障切除时间来确保接地故障时共站址通信云数据中心安全的主动防护策略,并建议通信云数据中心与变电站接地系统共站址时对应的变电站地电位升允许值为2kV、故障切除时间为100ms、接地电阻限值为0.1 Ω.该工作为云数据中心与高压变电站共站建设的工频短路故障危害的防护问题提供了全面的解决方案.

When the internet data center (IDC) co-sites with high voltage power substation, the power frequency short-circuit ground fault in high voltage substation side threatens the safety of equipment and human beings in the com- munication IDCs. We analyzed the comprehensive hazards to the IDCs from high voltage substation, and put forward the allowable values of comprehensive hazard influence for different communication stations, in which the corresponding value for IDC is 2 000 V. The safety of equipment and human beings can be improved by shortening the fault clearing time to increase the body safe voltage and insulation withstand voltage; if the fault clearing time is shortened from 3 s to 100 ms, the permitted step and touch voltages can be increased by 4.48 times, and the insulation withstand strength of cables, secondary equipment, microcomputer protective device and computer will be increased by 24.4%. Moreover, we propose the active preventive strategy, which ensures the safety of communication IDCs under the short-circuit ground fault by decreasing the ground potential rise and shortening the fault clearing time in high voltage substation side.The permitted values of GPR 2 000 V, fault clearing time 100 ms, and grounding resistance 0.1 ~, are suggested for commu- nication IDCs. The results provide the thorough solution for communication IDCs co-sited with high voltage substation against the threats caused by the power frequency short-circuit ground fault.
