研究目的:推导全国耕地保护补偿标准核算方法,估算补偿标准和资金总额。研究方法:文献法,模型分析法,计量经济与统计学方法。研究结果:依据外部性内部化原理和边际生产率分配理论,计算得出全国、耕地赤字、平衡、盈余的补偿标准有效区间分别为{7971.57元/hm^2·年,15697.09元/hm^2·年}、{7820.89元/hm^2·年,15797.53元/hm^2·年}、{7323.16元/hm^2·年,14217.32元/hm^2·年}、{7209.90元/hm^2·年,15534.38元/hm^2·年};全国补偿资金总额每年约为9701.16×108元。研究结论:耕地保护制度及补偿具备经济合理性;虽然补偿财政压力较大,但仍具操作可行性,未来应优先在耕地盈余区实施补偿。
The purpose of this paper is to deduce the accounting method of the compensation standard of farmland protection and to estimate the compensation standard and the total fund. Literature method, economic modeling analysis, econometric and statistical method are employed. The results show that basing on the principle of internalization of externalities and the marginal productivity theory of distribution of Welfare economics, this research calculated that the effective range of the compensation standard of the country, land deficit area, land balance area or land surplus area is {7971.57 yuan/hm^2· year, 15697.09 yuan/hm^2 · year}, {7820.89 yuan/hm^2 · year, 15797.53 yuan/hm^2 · year}, {7323.16 yuan/hm^2 · year, 14217.32 yuan/hm^2 · year} or {7209.90 yuan/hm^2 · year, 15534.38 yuan/hm^2 · year}; the national total demand of compensation fund is about 970.116 billion yuan annually. It is concluded that 1 )the farmland protection system and the land compensation have the economic rationality; 2)although compensation faces on the great fiscal pressure, it remains the operational feasibility; 3 ) government should implement compensation priority in the land surplus area.
