以吉林省为例,利用1991—2005年玉米生产投入产出面板数据(PanelData),采用非参数的Trnqvist指数方法、HMB指数方法和数据包络分析(DEA)方法对吉林省玉米生产效率进行实证分析。结果表明:吉林省玉米生产的全要素生产率(TFP)变动呈“V字型”的变化特征,这种变化主要受规模效率、技术效率与技术进步变动的影响;玉米生产中一些决策单元的无效率主要归于投入冗余和产出不足以及规模收益递减等方面原因。要促进玉米生产率的增长,需通过增加玉米产出、减少冗余的投入要素、适当缩小要素投入规模、积极推进技术进步、努力提高玉米生产的技术效率等措施来实现。
On the basis of output-input panel data of maize production from 1991 to 2005, the methods of Tornqvist Index, HMB Index and DEA were applied into the study of the changes of TFP. The results obtained are as follows: scale efficiency change (SC), pure tech-efficiency change (EC) and the change of technological progress (TC) are the main resources of maize production TFP growth; the differences of HMB indexes by region are mainly due to the different indexes of pure tech-efficiency change. The inefficiency of production results from the slack in inputs and the shortage of outputs. The optimal solutions are given by some improvement advice, such as advancing technological progress, increasing profit rate, and so on.
